REPORT OVERVIEW 


User Rights is the first certified dispute settlement body under Article 21 of the Digital Services Act in Germany. In 2025, we processed 8,749 proceedings from all 27 EU Member States — covering TikTok, Instagram, Facebook, LinkedIn, and Pinterest.


The central finding: in 84% of completed proceedings, the original platform decision was unjustified. At the same time, the data reveal significant differences between platforms — particularly regarding whether erroneous decisions are actually corrected.


The Transparency Report provides the first comprehensive documentation of how out-of-court dispute settlement works in the digital space — and where its limits lie.
